Representative Carter Casteel
A Texas native and Hill Country resident for more than
thirty-two years, State Representative Carter Casteel has a
legacy of community involvement and public service. She
cares deeply about the quality of life in the Texas Hill
Country.
As a New Braunfels resident since 1973 and a former Comal
County Judge (1990–98), she knows and understands the
distinctive people and places of Bandera, Comal, Gillespie,
and Kendall Counties. Carter is a tireless advocate for
public education. Before becoming an attorney, she taught
school for seventeen years. Carter served six years on the
Comal ISD Board of Trustees (1984–90), including a
term as president (1988–90). She is a graduate of the
University of Texas (B.A., 1965), Southwest Texas State
University (M.A., 1971) and the St. Mary’s School of
Law (J.D., 1985). Carter and her husband of forty-three
years, Tom Casteel, have two children, both attorneys in
the family’s law practice, and four grandchildren.
In January 2003, Carter was sworn in as a member of the
Texas House of Representatives and quickly became known as
a frank and independent lawmaker. During her two terms as a
legislator, Carter has taken the responsibility of
representing District 73 seriously by carefully studying
the issues and voting based on what’s right for the
Hill Country and Texas.
State lawmakers considered more than 10,000 bills and
resolutions last year. Carter sponsored and supported
legislation that curbed lawsuit abuse, promoted economic
development, overhauled the workers’ compensation
system, improved adult and child protective services, and
enhanced public health and safety.
